Earl Johnson, Mayor of Andalusia, Alabama, I apologized after police officers entered Twyla Stallworth's home and arrested her for failing to provide identification. Under Alabama law, police officers can only request identification from people who have committed a crime or are suspected of committing a crime in a public place. Ms. Stallworth had called her neighbor to complain about her noise. When the police didn't come, she set off her car alarm to disturb her neighbors, who alerted her. At that point, police officers were dispatched to the scene. Stallworth was not charged with setting off her car alarm, but she was charged with obstruction, resisting arrest and attempting to flee. Johnson said all charges against her will be dropped.
